Cleo and Emma were always friends. They were BFFs from the very beginning. Then, they met Rikki and the three were inseparable. They became mermaids together and got through the struggles together. No one can replace their friendship.
Emma went to travel the world, leaving Cleo and Rikki behind. They met Bella who was a mermaid also. However, Bella will never replace Emma.
